Eugene first got involved in Weigh-in-Motion research when he joined the European Commission’s COST 323 action in 1994. Recognising the need for an organisation to disseminate knowledge and understanding of WIM and its applications, he worked to draft the statutes for the international society and was the founding president in 2008.

Prof. O’Brien is an international expert on Bridge WIM systems and Bridge Traffic Loading, including dynamic amplification for short-span bridges, multi-lane loading and patterns of traffic loading in long-span bridges.
